If it's hard to turn or not at all without a tool, then the calipers might be locking up. You should be able to look at the brake pads to determine how much material is left on them. 73FJ40 shows a fitting that takes 3/16" steel brake lines, know that the stock 3mm and 3/16" are totally interchangeable. Look at the drawing 73FJ40 provided above, note the flat non-threaded area at the end of the fitting where the flared tube goes. Toyota uses two different fittings where that non-threaded area is a different length (short ...PS. My experience is that brake shoes can have a lot of lining thickness left - yet still make adjustment difficult by having the curvature poorly-matched to their mating drum. PPS. And this sort of thread usually gets a response of "change to disc brakes". But our drum brakes are actually great in my opinion - once you know their quirks.
